“I'll follow up in three business days” starts counting on the next working day — say it on a Friday and day three is Wednesday, not Monday. The between-dates mode counts working days after the start date up to and including the end date, which matches how most contract and SLA language reads. Public holidays differ by country (and often by state), so they're deliberately left in — subtract any that apply to you.
